%time() accepts time in HH:MM AM/PM format (AM/PM can not have dot in between 
them).

While testing the above, I did notice one thing about %xlate() that I'm not 
sure if that is considered a bug.  See the code below:
D AMorPMWithDot   S              4    inz('p.m.')                   
D AMorPM          S              4                                  
                                                                    
C                   eval      AMorPM = %xlate('.':'' :AMorPMWithDot)

The resulting AMorPM is that same as AMorPMWithDot.  I kind of expect it to 
work like %replace, which will remove the dot.

I've got a file with an 8 digit date (CCYYMMDD), a 4 digit time field (HHMM)
and a field that contains either a.m. or p.m. I can convert the time field
easily enough to be 24 hr time by adding 12 to hr field if pm and making
seconds 0.
