RPG Compile messages -- RPG400-L

We have V5R2 TC03364  TEMPORARILY APPLIED .
When I compile some RPG programs
I get the messages as below in the joblog. I am using IBM APIs
and CALLP ops in free format code.
I have all QPGMR authorities.  The programs compile and work OK.
Does anyone know why  the compiler thinks I need explicit
authorisations to these service programs.
I checked the archives and the net. NETSHARE400 has a reference but
I cant get at it as I am not a subscriber.
Thanks for any advice.
