Neither.  It should include all of the spaces as part of the length -
leading and trailing.  Which is exactly what I get when I test it with this:
D x               S             20a   varying
c                   eval      x = '   abc   '
c                   eval      x = '(' + x + ')'
c     x             dsply
When you assign a fixed length field to a varying length field - which is
effectively what you do when you assign a literal - the length of the
variable length field is set to the length of the fixed length field.  All
data is then copied in - there is no more special significance to spaces in
a varying length field than in a fixed length field.
