Please note that the rules of adopted authority don't always apply when accessing objects in the IFS. We had to swap profile handles in some of our homemade utilities in order to accomplish this type of thing. I used to have a link that explained the differences, but I can't find it today.... Not necessarily related to authority, one thing that leaps out at me is that you seem to be using QDLS (since you mentioned CPYTOPCD), and one of the fundamental requirements is that a user MUST be in the system directory before they can access that file system.
