Actually, they do overlap. Your control record covers lines two through 24 even though you have nothing defined between lines six and 23. You need to create a separate record for the stuff on line 24. You then WRITE this record prior to the EXFMT for the control record. Don't forget to specify OVERLAY for the new record.
