I'm not giving a technical answer because Murali already has good info to work 
with. I'm more curious about the environmental parameters that are implied by 
his question.

The problem doesn't seem to be necessarily with the RPG but with the web 
client. He's asked to do the work because the web client apparently is unable 
to strip leading zeros. Or at least, the expectation is that a change to RPG 
will be done faster/cheaper/whatever than a change to the web client.

It seems to me that I get far more requests to change formatting on the AS/400 
side than on the non-AS/400 side, regardless of the direction of data flow. At 
times it feels as if "the other side", whether Windows or Unix or mainframe or 
????, just isn't capable of handling stuff outside of weird restrictions. Or 
maybe the feeling is simply that changing the AS/400 side is usually easier.

Murali gave the impression that this was a time-crunch issue. How hard can it 
be to strip leading zeros? Sure, in the ASCII world, leading zeroes can be less 
common; but they're definitely not unheard of. I've done it, so it's not 
guru-level stuff.
