You can use either approach. The various Open List APIs are intended 
for use in a Client/Server environment but they work OK in a host-only 
environment too.

You can also use the *ADMIN HTTP instance to handle validation lists. 
There is also some free code available on the net.

Or you could just buy a working set from us for less than it will cost 
to write your own. USD220 gets you the validation list component of 
ONcmd which will do everything you could possibly want with validation
