If S030 is running in the default activation group and it issues a RCLRSC,
then the files will remain open in programs running in named (ie *NEW,
QILE, ...) activation groups. When running in a mixed environment you
should explicitly close files and delete overrides.

I don't remember all the particulars (check the archives) but I
remember one thing - Reclaiming resources doesn't mix well with
ILE and service programs.
