This may seem like an extreme position, but sometimes I think the best thing a shop can do is just throw out all that legacy stuff, and re-code everything from scratch. :-\

Just make sure they know the "Business logic" first. I see a lot of companies that don't know what they have, do not know their own processes or missed things done a certain way for a reason (that no one knows why) so the coders rely on what was there. Result: not new from scratch with good design but just new crap.
