since you can recreate the problem from a command line, I would step
through it in debug, just before and just after the offending job ends,
dspjob and check for program stacks, active activation groups, open files,
etc.

Just an update.

I was able to recreate it both on a web job and in a green
screen job.

Calling RCLRSC after calling the 2nd program (the opens the
files) does in fact close the files.

Now the question is, WHY?  :)
