AFAIK, gettimeofday() does not return the offset at all. It returns zero if the call completed mormally, or -1 on failure (in which case errno is set appropriately). It fills out the structure passed to it (unles that structure is NULL) with the number of seconds and microseconds since January 1, 1970. It also (on some architectures) fills out a structure detailing the timezone, specifically the minutes west of Greenwich. Is this what you are referring to?
