Instead of re-inventing the wheel, check out +ACI-MIME +ACY- Mail+ACI-
(MMail) from IBM in Italy.  Has a lot of nice features that are all done
and ready to go.  You get the source too. So, you can tweak it to your
liking.

I put an %EDITW('  :  :  ') on the time value that is in the Mime file
and it solved the problem. I didn't have any sort of editing on the time
value and it was being written to the mime file as follows: 08.58.00.
