Actually executing instructions or just anywhere in a call stack? Only in 
active activation groups or merely in an activation group that hasn't been 
reclaimed yet?

I.e., what exactly is meant by "running"? Or maybe better, what need is being 
addressed? There may be alternatives that can be used.
