Why would it be a bug?  The only reason to need a /end-free is for the sake of
statements beyond it.  If you hit the end of the source first, what need is
there for a return to fixed format?

Well, we had intended that the /END-FREE should be required, and so this is a bug. But since we're almost certainly not going to fix it now, let's just call it a feature. OK?
