If the program is full of subprocedures then DFTACTGRP(*YES)
won't compile.

But why couldn't he change the CL to a CLLE and compile with
CRTBNDCL DFTACTGRP(*NO) ACTGRP(*NEW), or ACTGRP(QILE), and
then ACTGRP(*CALLER) in the RPG?
