That was quite hard to read until I replaced one period with a question 
mark.

Will VARLEN get rid of the trailing spaces?  Yes.
Will CPYTOIMPF give you the column headings?  No.  But I suppose you could 
fake that by doing a CPYTOIMPF of just a heading file, then do a CPYTOIMPF 
with *ADD for the data.
Will CPYTOIMPF give you tilde's?  Yes.
Will CPYTOIMPF give you a < at the end of a record?  No, but you can 
choose from CR, LF, CRLF, LFCR

Sorry about that example file results not the way I typed once it got to 
list. Hope it work now.

So just to get to the point can I get something like this through VARLEN 
and CPYTOIMPF. To get rid of trailing blanks.

Field1~Field2~Field3
1111~11111111~1111111<
22~222~22222222<
3333333~333~3333<

or at least

Field1    ~Field2      ~Field3      <
1111       ~11111111~1111111  <
22            ~222           ~22222222<
3333333~333           ~3333          <

Please do not ask why they want Tilde and not Tab or Comma. :)
