You need local administrator authority, not network administrator.

I am trying to install Code on my PC. My user profile is Computer
Administrator. I am running Windows XP. When I try to install CODE on my PC
I get the message  "IBM Websphere Development Tools for iSeries can only be
installed by a System Administrator. Please logon as a user with
administrator authority".
