To do something similar to Hawkeye and ASC's ABSTRACT products you need to
do a DSPPGMREF to an outfile. Then using that outfile, read it into a
program and then generate a list of fields for each file used in the
programs. You can do that with the DSPFFD CL command or the QUSLFLD API, or
even the SQL catalog. Be sure to keep track of the way the file is declared
(Input/Output/Both) so that you can report that as well. 
If you want to create a database of cross reference information then you'd
need to generate a custom file with the program and file name in it, as well
as each field in the referenced file.
