RE: IFS file in use

While I like the standard stream I/O routines, as an alternative, you
might look at the IFS I/O routines.  I like them a lot.  For example,
_C_IFS_fopen allows a far more readable (to me) call to open a file with
the correct codepage:

C                   eval      FD = fopen(xiFile:'w, codepage=850')
C                   if        FD = *NULL                          
C                   callp     Error                               
C                   endif
