A CL program can be called by a trigger, you just have to define
the parameters.  An example I have has them defined:

PGM  PARM(&BUFFER &BUFFERLEN)
DCL  VAR(&BUFFER) TYPE(*CHAR) LEN(256)
DCL  VAR(&BUFFERLEN) TYPE(*DEC) LEN(4 0)

If you aren't referring to the parameters in the CL then I don't
think the length of parameter &BUFFER is important, if you are
then you may want to make sure it is big enough to hold the
entire buffer.
