I don't think the Sort APIs would work in this case. They'd be slower than the OPNQRYF type approach. If you could get a relatively small subset of data (small enough that you could store them in a user space or MODS, etc) you could consider using Sort APIs, but not when working with 9 million records. Personally, I think a "permanent index" type of solution is your best bet. A set of logical files or SQL views that don't have to be dynamically created would be fast.
