I think Peter Dow hit the nail somewhere.

You should code it as

C+   SELECT DBCPY_NAME, DBAPI_COMPANY, DBAPI_PO_INVOICE_FL, ZONED(COUNT(*),9,0)

I think this wil work. In your code it will generate a temporary filed, 
SEL0001, with a length of 30.

When using the agregate functions within SQL (COUNT, SUM, MIN,MAX, AVG) it is 
sensible to define the length and data type of the resulting field (ZONED, 
PACKED)
