No, in cases where the MOVE operation is used to move a character value to a numeric variable, RPG IV (and RPG III too) first treats the character value as a zoned decimal numeric. X'C1C2C3' is a valid zoned decimal value, which easily converts to X'123F' in packed decimal format.
