Actually, the *LDA can't be locked.  For the *LDA, if you use a UDS,
then any changes to the *LDA program variable will get written out to
the *LDA when the program ends with LR on.  If you don't use a UDS, then
you have to use an explicit OUT operation to get the *LDA changed.
