Please help an "F3" (replacing PLIST)

HELP! I think I've become what Susan M. Gantner calls an "F3"
(Free-Format Fanatic)...

I'd like to know how to replace PLIST and PARM statements in a
program that is called by a CL and has parameter(s) passed to it. 

I'm guessing the answer has to do with prototypes but I'm not sure
how to use them in this case.
