You should be able to use /free at V5R1.  Are you sure you have
the directives in the correct columns and formatted correctly? 
What problem are you having?  Here is a sample section of code
to try:

      /free                                                   
                                                              
       From333 = pFrom333;                                    
       FromSt  = pFromSt;                                     
       To333   = pTo333;                                      
       ToSt    = pToSt;                                       
                                                              
       ChgToMrlStn(From333 : FromSt);                         
       ChgToMrlStn(To333   : ToSt);                           
                                                              
       return GetMiles333(From333 : FromSt : To333 : ToSt);   
                                                              
      /end-free
