Short answer: LR *ON.

Long answer: Depends what you mean.  For any RPG main procedures that
are actually on the program stack at the time of the escape message,
RPG's cancel handler would do LR *ON processing (close files etc).  If
you had other RPG main procedures that had previously ended with LR off,
but were currently not active, they would still "have LR off".

For example, say your program had modules MAIN, MOD1, MOD2, and MOD3,
(all having RPG main procedures) and they open files FILE1 FILE2 and
FILE3 respectively.  Procedure MAIN has called procedure MOD1 then MOD2,
both returning with LR off.  Now MAIN calls MOD3 and MOD3 calls the exit
function.  MOD3 will end LR ON and MOD1 and MOD2 will not end at all. 
FILE3 will be closed but FILE1 and FILE2 will still be open, assuming
the activation group didn't end.
