Oh, the boss probably said 'let's get rid of all those nasty old cycle programs'. In that case, I would probably consider those to be programs that use a primary file, or perhaps the boss means to get rid of programs that level break or use matching records, so perhaps
that means programs that use the L1 or MR indicators. In that case, I would probably search the source code for those particular markers.


Of course, this is all just blatant speculation on my part...

I think that the crucial piece of information is 'Why?'  Is there a software
tool that is rejecting certain programs?  If so, what programs is it
rejecting?  Do you know precisely why the programs are being rejected?  Is
it because there is a Primary file?  Is it because they are RPG/400 and not
RPG IV?  Just some things to think about.  The general question of 'what is
a cycle program' seems simple, but it is rarely important on it's own.
