I don't believe there is any conversion to C - why bother? IBM has a w-code to windows executable translator just as it has for iSeries. The only time VARPG generates source is when you select the Java build option. The RPG is then translated to Java which in turn is compiled in the normal way. As to proprietary, yes it is.
