I've got to say that since you are changing authority, and trying 
different debug compilation choices, that you have no reason as to why the 
debug fails.  Why don't you try a DSPJOBLOG on your currently active job 
executing the debug command and post the bulk of that here?

I am having trouble with strdbg when I didn't create the pgm and/or 
srvpgm. It's
installed with Implementer.  I can debug opm pgms with STRISDBG that are
installed via implementer.

I've tried changing *public authority from *use to *change. This allows me 
to
set a breakpoint but the breakpoint is not honored.

I've tried installing with *public = *change.  Still no luck

I've tried dbgview(*all).  Still no luck.

Can someone please tell me what I've got wrong?
