What is the syntax of the SBMJOB?  You can't pass parameters through the
submit.

For example, SBMJOB CMD(CALL RPG3 PARM(&PARM1)) isn't going to pass the
value of PARM1 to RPG3.  AFAIK, it's going to pass a character string
containing the value "&PARM1".
