You make it a lot harder than it seems, Buck.  You must do two analysis
steps prior to conversion:

1. Find all overrides

If overrides are in the programs themselves (calls to QCMDEXC and USROPN
files), then you must do one additional step:

2. Identify which programs are "top level" and which are not

This should take what?  A day?  Spend an hour a day on it, get it done in a
week.

Conversion:

1. Convert all programs to RPG IV
2. Change all overrides to OVRSCOPE(*CALLLVL)
3. All top-level programs go to ACTGRP(*NEW)
4. All called programs go to ACTGRP(*CALLER)


-or-

If all your RPG programs have CL wrappers where overrides are done in the
CL, it gets even easier.  Simply change your CL programs to CLLE programs
and compile them with ACTGRP(*NEW).  By definition, the override will be
*ACTGRPDFN, and should be just fine.  In this case, all your RPG programs
should be compiled as ACTGRP(*CALLER).


Will this work 100% of the time?  No, of course not.  Someone can spend the
time identifying a situation where it will fail.  However, spending that
time getting rid of those issues would be more productive.  My point is that
a significant number of people can use this rule of thumb to get to RPG IV
and AGs.  This provides a firm base upon which to start looking at
procedures and service programs.
