My wording should be "throw an rpg error number exception".  The intent
being that the ON_ERROR code could run based on the error number value.

I see that the error number values used on the ON_ERROR stmt map directly to
the RPGxxyy message idenfiers found in msgf QRPGMSGE.  I used QMHSNDPM to
send an RPG0011 *escape message to a proc in my program hoping for a %STATUS
value of 0011.  But the error code was still 202.
