If you are sequentially reading a physical file, using the OVRDBF command with SEQONLY(*YES 128k/record length) will improve your performance. You don't get much gain when using logical files because the data isn't necessarily in the same sequence as the index. This makes it hard to get sequential records into memory at the same time. Your compile listing should have a warning message that RPG will handle the blocking factor.
