OK.  It must be the time of day or something, but I am getting frustrated
with the %DEC BIF.  I keep getting compiler errors stating that parm 1 for
the %DEC is incorrect.  I am trying to convert a char representation of a
number to a packed 15/0 number.  Here is what I am doing:

  size = %LEN(%TRIM(R2SHTO_NBR));
  csnohold = %DEC(R2SHTO_NBR:size:0);

The following fields are defined:
size 2/0 S
R2SHTO_NBR 15A
csnohold 15/0 P

I've looked at the docs for this BIF and it looks like it should work.  I
have also tried:

  csnohold = %DEC(R2SHTO_NBR:15:0);

with no luck.
