Interesting point, however, if everything used to create the final product 
(source, modules etc) are NOT migrated to the production environment, how  can 
you satisfy and/or assure any audit (both internal and/or external) that any 
subsequent binds using those modules are in fact using unchanged/unhacked 
versions.

Yes Dan, a module or a group of modules are bound together to create a program 
or service program object.  It is this object that the system uses when running 
the program, not the modules
