I'd think about a two-level approach. I'd write the entire RPG application with no user interface. For instance write it as a called program with parms. Once it is able to do all of the back office work effortlessly then all that is left is the GUI itself. The GUI need not have any interaction with your data and should become fairly straightforward. HTML would even suffice at that point. Hire a college kid to do it some weekend. Get someone with design skills to develop the GUI. The design of the page becomes especially important because there will be a need for intuitive design and user instructions.
