I am assuming that your PC has XP.  Code V5R1 was released prior to XP.
Here is what was posted to the Code/400 newsgroup about trying to get it
installed on XP after someone had the same error message you did.

The following is a set of instructions to guide you thru' installing WDT 5.1

onto XP, but please note that some functions of the product may not work
with XP.

Here are the instructions to install V5R1M0 on WinXP.

1. Set/create the registry key.

[HKEY_CURRENT_USER\Software\IBM\WDT400\Transient]

"InstallSrcpath"="G:"

Replace "G:" with where the source you install from(your CD drive letter).

2. Run install\msisetup.exe (in CD1)

3. Run install\bin\v51setup.exe (in CD1)
