Is the file coming from a download of a Windows product (ie: Excel)?  If so, I
believe there is a global setup to change the dates to MM/DD/YY.  This way you
do not have to worry about the single digit month or day.  I had the exact
same problem at a customer site and did not know about the Global Date change
until I wrote the entire extraction routine.  It was a pain.
