Mike, try changing the definition of Length to 9B 0 instead of 4B 0.

You've defined Length as a 2-byte binary, but the API wants a 4-byte
binary.  The length that the API is actually receiving is a huge 4-byte
value, Length followed by the next 2 bytes in storage, or X'05B8????',
which is at least 95944704.  The API will feel free to change that huge
length of storage, corrupting whatever follows Receiver in storage.

I'm curious why you've initialized Length to the hex value rather than
just 1464 or even better, %size(Receiver).
