ILE has always worked this way.  One *DFTACTGRP is for system code, the
other is for user code.  Signon to a new session and run DSPJOB
OPTION(*ACTGRP).  You'll see:

 0000000001     *DFTACTGRP        Yes
 0000000002     *DFTACTGRP        Yes
