That code won't work correctly as you are expecting each part of the date to be within the range selected. For example you are checking whether the day is within the from and to days > C+ AND SNSDD >=:FD AND SNSDD <=:TD But if you are looking for all records from the first of one month to the first of the next month your query won't find records that are on the second through the end of the month. Due to doing this with all parts of the date it is doubtful you would ever find any records unless the from and to dates are the same and there are records on exactly that date.
