Four ideas:

      1) Please verify that your D-specs are not local to a subprocedure.
           If they are, that definition only counts for the subprocedure.
      2) Please verify that the D-specs are not part of a prototype.
           The names of parameters in a prototype are for documentation
           only, and are not actually defined as variables.
      3) Please verify that you have an "S" in column 24 of your
           D-spec.   It's easy to accidentally omit this, and cuase
           the compiler to think the variable is part of something
           else (a DS or PR) that comes before it.
      4) Please verify that you aren't excluding the code from
           being compiled by using the "/if defined" "/if not defined"
           and/or "/eof" compiler directives

If none of these are the case, then please post the source code.
