It will only occur when two "programs" are bound together and exported subprocedures in one are invoked from the other. I guess if the second "program" is sometimes run from the command line but more often acts as a sort of service routine? ..... I suspect it is one of these things that IBM documents just in case you do it. More likely however is that it is documented because someone did it and raised an APAR over the behavior.
