The light just came on.
If the server changes PORT the client must follow to the new port.  The
server can't be randomly choosing a new port; it has to tell the client what
port to move to.

s-(checks for free ports)
s-msg to client 'move to port 999'
c-msg to server 'understood'
c-connect on 999
s-accept on 999
c-(make a request)
s-(answer request)
