With the CRTPGM Command.

Say the procedure module's object name is  PROC1 and the main module's is
MOD1.

CRTPGM PGM(myLib/PGM1) MODULE(myLib/MOD1 myLib/PROC1)  ENTMOD(myLib/MOD1)
