Jim, I think your NOT %Subst will not evaluate unless you use ()s to isolate the boolean expression. You're asking ((NOT A) = (B)), which cannot be evaluated unless A is a boolean value. Expressing it as (NOT (A = B)) would work, since the boolean expression is evaluated first, the NOT operation has a boolean value to work with.
