Buck, RCLRSC closes down any program that is running in the default activation group, *CALLER or DFTACTGRP(*YES), and closes its files. What it doesn't close down is any _service_ program running in the DAG (although it does close their files). The difference with *CALLER programs is that the storage doesn't get released, it just gets marked for reinitialization. But you can't detect that difference by the behaviour of the programs.
