Is this an ILE program? If so, I believe the "real" statement numbers are
over on the far right of the listing -- the ones on the left don't have
any relation to the ones used in error messages.

If this is the problem, and you want to avoid it for new programs, use
OPTION(*SRCSTMT) in your H-spec -- then the source lines will match up.
