I totally agree!!  Unfortunately we are doing some interim things until our
data is cleared up.  We are in the process of converting from System 36 to
Native AS/400.  We will receive several data decimal errors if we don't
compile with the options below.  We have encountered several places where
packed data has blanks.  I also want to use RPGLE, Embedded SQL and
externally described files.

Lori, you can only specify one default value.  In general, I
think it would be great if CHGCMDDFT allowed more than one
default value.  But in this case, I'm sort of glad you can't
change the default to have both *ZONED and *INPUTPACKED for
all compiles.  In fact, I wish those parameters didn't even
exist; I really think it's a bad idea to ignore decimal data
errors systematically like that.

But whatever I think, that doesn't help you to do all your
compiles with both *ZONED and *INPUTPACKED.  I'd set up a PDM
option to do my casual compiles, and I'd write a program to
do my "official" compiles.
